Community Clustering - Sustaining Change, One Household at a Time



In communities across Uganda, Kenya, and Tanzania, the challenge of sustaining open defecation-free (ODF) status and ensuring lasting water, sanitation, and hygiene (WASH) practices has been a persistent hurdle. Traditional approaches, while effective in sparking initial change, often struggle to maintain momentum. Backsliding into old habits, damaged latrines left unrepaired, and the exclusion of vulnerable groups have highlighted the need for innovative, community-driven solutions.

The WASH & Learn Programme, implemented by Simavi and six local partners, introduces Community Clustering a transformative approach to sustaining Community Led Total Sanitation (CLTS). Rooted in the power of collective action and local ownership, this method organizes households into small, supportive clusters. These clusters act as the backbone of WASH sustainability, fostering peer monitoring, social inclusion, and grassroots advocacy.

This report explores how JESE, HEWASA, and EMESCO in Uganda adapted the Community Clustering model to address the limitations of conventional CLTS. By empowering clusters of 10–25 households to monitor hygiene, support one another, and link directly with local governments, the programme has not only reduced backsliding but also created a ripple effect of positive change. From constructing latrines for the elderly to establishing sanitation businesses and savings groups, these clusters are proving that real, lasting impact begins at the household level.
