Call for Proposals: Sanitation Credit Market Assessment

Water For People Uganda, with funding from the Sanitation and Hygiene Fund (SHF), invites qualified consultants to submit proposals to conduct a Sanitation Credit Market Assessment in Uganda.

The assessment aims to expand access to affordable and inclusive sanitation services through financial sector engagement, product innovation, and ecosystem strengthening. It will analyze the demand, supply, and financial ecosystem influencing access to sanitation financing — aligning with the Uganda Bankers’ Association (UBA) Environmental, Social and Governance (ESG) Framework 2024.

Purpose of the Assignment

The consultant will assess:

  • Households’ willingness and ability to pay for improved sanitation facilities;
  • The financing needs and capacity of MSMEs engaged in sanitation products and services; and
  • The readiness of banks, MFIs, and SACCOs to design and deliver sanitation loan products.

The findings will inform the development of sanitation credit product prototypes and an ESG-aligned roadmap to guide future sanitation financing models in Uganda.

  • Recommendations for gender-inclusive, sustainable, and responsible financing
  • Implementation roadmap for sanitation credit integration within Uganda’s financial sector
