Background

Uganda faces significant challenges in achieving universal access to safely managed sanitation, with only 17.8% of the population accessing such facilities (JMP, 2022). The launch of the Uganda Bankers Association (UBA) ESG Framework in June 2024 presents an opportunity to integrate climate-resilient water supply and sanitation (WASH) into Uganda’s sustainable finance agenda. However, financial institutions need tailored training and sector-relevant metrics to embed WASH into their ESG strategies.

This consultancy will support the development of a WASH–ESG training curriculum for financial institutions and define sector-relevant ESG–WASH metrics aligned with UBA’s ESG framework and SDG 6.

Objectives

  • Overall Objective: Strengthen integration of WASH within Uganda’s financial sector ESG agenda by developing a WASH–ESG training curriculum and defining ESG–WASH metrics.
  • Specific Objectives:
    1. Conduct a desk review of existing ESG resources and identify WASH-relevant capacity gaps.
    2. Co-develop a WASH–ESG training curriculum for banks, MFIs, and SACCOs.
    3. Agree on a set of sector-relevant ESG–WASH metrics aligned with UBA’s ESG framework and SDG 6.
    4. Facilitate stakeholder consultations and validation workshops.
    5. Assess existing ESG learning methods and recommend improvements.

Scope of Work

The consultant will:

  • Review UBA ESG framework and identify WASH integration gaps.
  • Develop curriculum content, facilitator notes, case studies, and evaluation tools.
  • Propose and validate ESG–WASH metrics.
  • Assess and recommend improvements to ESG learning channels in financial institutions.

  • Validation Workshop Reports
  • Report on ESG learning methods and recommendations
  • Inception and Final Assignment Reports

Duration

4 months (November 2025 – February 2026)
Estimated 80 working days.

Required Qualifications

  • Minimum 3 years’ experience in sustainable finance, ESG curriculum development, or impact investing.
  • Expertise in curriculum development and ESG/impact metrics.
  • Familiarity with Uganda’s financial and/or WASH sector is an advantage.

Submission Guidelines

  • Proposals must include technical and financial components (max 30 pages).
  • Evaluation: Technical (70%), Financial (30%).
  • Submit proposals to uganda@waterforpeople.org by 16th October 2025, 5:00 PM EAT.
